the power of entering their dissent on
the Minutes, which were to be submitted
to the Governor for his final decision. The change has been made to meet the views of many of the Justices of the Peace, who considered it not worth while to attend licensing meetings, if
vested in the Magistrate of Police.
Sec. 20 is new as such provisions were
partly contained in Section 13 of Ordinance 11 of 1844 and partly in the recognizance, Schedule S of that Ordinance.
According to the Schedule no Liquor was to be sold on Sunday except to bona fide travellers; but, as this had never been carried out, it has been omitted, and the hours between which
liquor is to be sold, are to be fixed by the rate.
Sections 28 and 29, repeating Grocers Licenses
Wholesale and Retail, are new and have been
passed at the request of the respectable dealers in Liquor.
Sections 31 and 32 respecting eating houses, Coffee houses,
are new. On account of certain abuses connected with these houses it was deemed
necessary to bring them under Police control and regulation.
They will now pay a Licence of $10 a year, and the keeper thereof will be prosecuted if he allows any disorder or drunkenness to take place on his premises.
All the other Sections are taken from the several Ordinances now repealed,
by Edw J. Ackroyd.
Acting Attorney General.
